New DAWN began in 2003. New DAWN is the
product of a comprehensive evaluation of options, guided
by two questions:
- Who are DAWN’s users?
- What information do they need?
History of the Re-design
In November 1997, SAMHSA convened a panel of experts for
advice on the future of DAWN. Although DAWN had been operating
continuously since 1972, it had changed very little. DAWN
had not kept up with changes in the health care system, changes
in the population, or changes in patterns of drug use. The
panel agreed that DAWN needed major improvements to serve
its users better. SAMHSA responded with a 2-year evaluation
of design alternatives. Every feature of DAWN was assessed
critically and new methods were tested in the field. The
re-design focused on five key issues:
- Does DAWN collect data from the right settings?
- Does DAWN collect data on the right patients?
- Does DAWN collect the right data?
- How can DAWN collect data more efficiently?
- How can DAWN deliver information more effectively?
The result was a comprehensive set of recommendations for the
New DAWN.
