DAWN is operated by the Substance Abuse and Mental Health
Services Administration (SAMHSA), an agency of the U.S. Department
of Health and Human Services. SAMHSA is required by law to
collect data for DAWN, under Section 505 of the Public Health
Service Act (42 U.S.C. 290aa-4).
SAMHSA has contracted with Westat, a private research corporation,
to manage the New DAWN on the agency’s behalf.
